The issue of jobs is always pivotal for any
presidential campaign, and with U.S. factories having
lost 2.6 million jobs since George Bush took office in
early 2001, jobs growth is foremost on the minds of many
voters in this year's election. While the Bush campaign
is emphasizing re-training workers to meet the needs of
growing sectors, Democrats are blasting Bush's record on
jobs growth, and some are now taking aim at offshore
outsourcing.
In fact, offshore outsourcing has attracted an
increasing amount of coverage in the run-up to the
Democratic primaries:

Tech Titans Weigh In
For some, the issue of offshore
outsourcing is about more than just shipping jobs
overseas. According to Intel CEO Craig Barrett, it is "a
microcosm of a bigger issue, which is how the U.S. will
compete going forward."
In fact, Intel's Barrett and HP's CEO Carly Fiorina
have both issued an unapologetic defense of offshore
outsourcing, saying that their firms need the talent
pool from countries such as Russia, China, and India to
remain competitive, but they've tempered these
statements with a call for increased investment in
education and research in the U.S.
A key message for both companies is also that more
than half their revenues come from outside the U.S., and
that their labor resources are a reflection of this
global profile.
Taking an assertive stance for offshore outsourcing
has been fairly well-received by the press. The

Candidates Take Aim at Offshore Outsourcing
However, large technology firms such
as HP and Intel may find themselves in the crossfire as
Democratic rhetoric heats up during the primaries and
general election. Current front-runner John Kerry has
been one of the most outspoken about offshore
outsourcing, even connecting this practice to the Bush
administration's alleged cronyism: "We need an end to an
administration that lets companies like Halliburton ship
their old boss to the White House and get special
treatment while they ship American jobs overseas."
